HISTORY OF THE PROGRAM In 2008, Collin County created its first Storm Water Management Program (SWMP) to comply with Federal and State regulations. With the help of our consultant, Jacobs Engineering Group, the engineering department developed a SWMP that consists of a series of Best Management Practices (BMPs), measurable goals and an implementation schedule. We submitted the first Storm Water Management Plan and Notice of Intent (NOI) to the Texas Commission on Environmental Quality (TCEQ) on February 11, 2008. In July 2019, we submitted our Program Renewal to TCEQ, which extended our permit for another 5 years. PRESENTLY The first year of the most recent permit term (Term 3) was from January 1, 2019 to December 31, 2019. The Engineering department staff has monitored the 2019 activities with the help of other county departments. With the help of Jacobs, we will prepare the 2020 report that details the year 2019 activities and submit to TCEQ by March 31, 2020. Total cost for the proposed engineering consultant services are $24,136 The Term 3, Year one report (2020 report for Year 2019 activities) will be brought back to court for approval and subsequent submittal to TCEQ. *We request that you consider approving the contract amendment #13 with Jacobs Engineering for support services of the Collin County Storm Water Program Report for the Year 2019 Program report.*

LOCATION AND SIZE The development is located off CR 179, just north of Weston, TX; see location map attached. The subdivision consists of four (4) residential lots and one (1) common area lot. The residential lots average approximately 2.5 to 6.0 acres. The lots do not front on an existing county road; therefore road construction is required. ROADS, UTILITIES AND DRAINAGE The owner has submitted constructions plans and final plat for review. The plans show adequate road cross-sections and drainage patterns within the subdivision. On-site sewage facilities are suitable for this subdivision. Water will be supplied to the subdivision by Marilee SUD. The 100-year flood plain does encroach upon a small portion of the subdivision. A flood study has been reviewed and approved. Road construction or the appropriate financial security will be required, before the plat can be filed. SIGN PLAN The Engineering department has reviewed and approved the sign plan for The Hills of Lone Star phase 10, Haley Cove. The plan was prepared by a Texas licensed engineer according to the Manual on Uniform Traffic Control Devices (MUTCD). In order to place regulatory signs in new subdivisions, the court must approve the signage plan. Once approved, the developer will be required to install the approved regulatory and street name signs. The signs will be required to be built and installed per the Manual on Uniform Traffic Control Devices (MUTCD). ACTION We request Commissioners Court consideration for the approval of The Hills of Lone Star phase 10, Haley Cove Final Plat and Sign Plan.

This software evaluation is occurring alongside the Tyler Odyssey Court Case Management software and, if successful, may replace the Adobe Acrobat Pro DC licenses, installed as part of the counties Adobe ETLA agreement. Adobe has introduced business process changes requiring a greater level of user management for the county network support technicians. Additionally, these changes enable storage accounts for each user in the Adobe Cloud, which the county cannot disable. This storage, combined with the management requirements, introduces additional data leak possibilities and decreases our cyber-security posture. A successful evaluation will lead to an FY21 budget request to migrate from the Adobe product.

In year 3, the cost of moving to the new software would be approximately $14000 less than our current PDF software cost.

Staff has been working with our consultant for the past year updating the existing Collin County Subdivision Regulations and Floodplain Management Regulations. In addition, we have developed new Drainage Design Standards and Roadway Standards Documents. The Collin County Planning Board has been involved in the development of these documents. The board has had the opportunity to review all DRAFT documents and have made comments. Their comments will be logged in and edits made after all public comments have been presented. At the February 2020 Planning board meeting, the members present, unanimously supported all the documents. Those making comments, asked that we consider changes but were still in support of the documents. Staff also reached out to members of the Development, Real Estate and Engineering community seeking comments. We have received comments and those are being recorded as well. At the conclusion of the Public Hearing, all comments will be documented and staff will review and decide on appropriate updates. We will then bring a summary of comments, and the Updated Regulations and Technical Documents back to court at a later date. The appropriate public notification was completed per Local Government Code requirements. Staff will be present for questions. ACTION: We request Commissioners Court Hold a Public Hearing to hear input regarding the proposed changes to the Collin County Subdivision Regulations, Floodplain Management Regulations, NEW Drainage Design Standards and NEW Roadway Standards Documents.
