In 2008, Collin County initiated a project to develop a Storm Water Management Program (SWMP) to comply with Federal and State regulations. With the help of our consultant, Jacobs Engineering, the engineering department developed a SWMP that consists of a series of Best Management Practices (BMPs), measurable goals and an implementation schedule. In June 2019, we submitted our Program Renewal to TCEQ which extended our permit for another 5 years or into Term 3. This new permit will expire in 2023. Each year we prepare a report for the TCEQ that details the previous year’s activities. This 2019 report is being presented to you for your review and approval. We are also asking for several changes to Best Management Practices (BMPs) as described below: Public Education and Public Involvement. PE/PI-1, “Agrilife Education Programs.” We are changing this to “Promote Earth-Kind Landscaping.” The County has been active in promoting natural resource conservation through its sponsorship of the Earth-Kind Demonstration Gardens at Myers Park, a county-owned park in McKinney. The County also sponsors an annual garden show that brings hundreds of visitors to the park and demonstration gardens. See attached BMP sheet for further information and proposed activities and measurable goals. Good Housekeeping GH-9 Vehicle Maintenance: The County revised the maintenance protocol for the oil/sand separator at the Public Works Service Center. The County uses a treatment method that breaks down the material captured by the separator. The County follows the manufacturer’s specifications for Power Play Active Bacteria treatment product. The implementation activities have been revised to reflect this change in protocol. Cleanout is no longer required every year as the buildup is dependent on usage and the number and quantity of spills in the maintenance bays. The inspection schedule has been increased to at least 10 times per year and clean out will be revised to an “as-needed” basis but at least once per permit term. Good Housekeeping GH-10 Vehicle Washing: The necessity of cleaning of the car wash grit trap is dependent on the usage and environmental conditions and is no longer required every year. Chester Keith Callan, owner and Lennar Homes, developer of Branch Village, requests Commissioners Court consider approval of the attached Preliminary Plat and grant a Subdivision Regulations Variance to allow the owner/developer to start site grading ahead of Final Plat Approval. LOCATION AND SIZE Located on FM 982 approximately 1.5 miles south of FM 546 and approximately 6.5 miles south of Princeton; see location map attached. The Subdivision consists of one hundred and eight (108) residential lots ranging from 3,480 sf. to 4,200 sf. Not all lots front on an existing road, therefore road construction is required. ROADS, UTILITIES AND DRAINAGE The owner has submitted a Preliminary plat to include layout and street sections for all proposed roadways. Detailed Construction plans will be required during the Final Plat process. The owner has submitted a preliminary drainage study for the entire tract. The project generally drains from north east to south west and will outfall to an existing FEMA floodplain associated with the East Fork trinity River tributary A before ultimately outfalling into Lake Lavon. A Letter of Map Revision (LOMR) will be submitted to the county for review and then submitted to FEMA once construction within the floodplain is complete and before the Final Plat can be filed. The preliminary plat does currently show some of the lots to be inundated by the 100-yr flood plain but once the LOMR is approved by FEMA, those lots will be removed. The lots will not be built on until they are removed from the 100-yr flood plain. Once improvements have been made, water will be supplied to the development by Culleoka Water Supply Company and sanitary sewer will be provided by the City of Princeton. ACTION We recommend Commissioners Court approve the Preliminary Plat for Branch Village and grant the owner/developer a variance to the Subdivision regulations to allow them to start site grading.

Right now, end-users are under attack, 93% of all successful cyber attacks start with a phishing email. Hackers and threat groups target end-users on the network to gain a foothold and, from there, use several tactics and techniques to maintain persistence and spread across the network. The Election Department currently uses antivirus (AV) to protect election computers, which uses signatures to identify known viruses/malware. AV provides a valid and useful service; however, hackers and threat groups are continually modifying their malware, so AV providers are always playing catchup. The hacker's toolset includes built-in windows applications, fileless attacks, and many more that traditional AV doesn't detect. This means the Election Department is left vulnerable and unable to detect most current threats. They are not just at risk to advanced groups that use zero-day exploits. Without better detection, the Election Department is at risk of being compromised by commodity malware easily accessible on the internet. Managed detection and response (MDR) services fill this cybersecurity gap. MDR is a 24/7 threat monitoring, detection, incident analysis, and response service that correlates specific threat intelligence and telemetry collected from the Election Department's environment. MDR utilizes endpoint detection and response (EDR) client software as well as network and threat intelligence to facilitate effective outcomes. Combining improved detection with a 24/7 security operations center (SOC) to monitor and respond to threats, MDR services will significantly improve the security posture of the Elections Department.
