Information Technology is requesting award of the county Cisco hardware maintenance agreement, a budgeted FY20 maintenance expense, as a three-year contract sold by Red River Technologies and funded through Key Government Finance. Red River Technologies is the lowest cost offer to Collin County for Cisco Maintenance based on a competitive quote process. This three-year contract arrangement is similar to the expiring maintenance agreement currently in effect for the county owned Cisco hardware. The cost of the maintenance contract will be $1,080,474.48 or $360,158.16 per year for three years. The payment schedule is:

The three-year agreement represents a savings of approximately $100,000 over the cost of a single year renewal plan and gives the county the ability to add and delete items to the maintenance agreement as equipment is added to or removed from our network.

As with any other multi-term agreement, non-appropriation clauses are in effect per state statute should the court elect not to fund our Cisco maintenance in future fiscal years.

Purchasing Department Action

The effort required to complete all the document updates has exceeded the current contract hours and therefore we are asking for an amendment to cover the additional work needed to complete the work. Commissioners Court approved a contract with Lamb-Star Engineering for Engineering Services related to the update and or creation of various Collin County regulations and Policy/Technical documents on February 12, 2018. Engineering staff has been working with the consultant on edits to the Subdivision and Floodplain Regulations and Roadway and Drainage Design Standards technical manuals. In January, staff went out for a thirty (30) day comment period and then presented the draft documents at a Public Hearing on February 20, 2020. Presently, the consultant is compiling all comments from that Public Hearing and will complete the edits of the Subdivision and Floodplain Regulations as well as the Drainage Design and Roadway Standards draft documents in order to present updates to the court at a subsequent public hearing this spring. Public Works is working with the consultant on the final edits to their Roadway Policy and Right of Way Use documents and will be submitting those documents to the court for approval in Spring/Summer 2020. The following tasks are included in the supplement hours. Hours for these tasks were not included in the original scope of work: Complete re-write of the Subdivision and Floodplain Regulations. The original scope only anticipated an update of these documents. Edits to the DRAFT Subdivision regulations based on updates to Legislation (HB 3167) that went into effect December 2019. Edits due to additional rounds of County staff and County Planning Board Comments. Edits due to comments from a second spring 2020 Public Hearing and submittal of Final Draft Documents for approval at a summer 2020 Commissioners Court meeting. The addition of a Right of Way Use Policy document by Public Works. Edits due to additional rounds of comments on the Roadway Policy and Right of Way Use Policy documents. The Consultant has broken the supplement up into actual hours already completed and additional hours required. The additional cost for the actual hours expended to date is a lump sum amount of $39,675. The cost for the additional hours needed to complete the remainder of the tasks listed above is based on an hourly, not to exceed amount of $109,758. If some of these hours are not needed, the consultant will not bill us for them. The total cost for the Supplement is $149,433. Lennar Homes, owner and developer of the Collin County Municipal Utility District (MUD) #2, aka Bridgewater Subdivision, requests Commissioners Court consideration of the attached Final Plat. The Preliminary Plat (approved under the former name Country Lakes) was approved on May 21, 2018 (CO# 2018-409-05-21) LOCATION AND SIZE The MUD encompasses 515.50 acres and is located on the southeast corner of FM 546 and CR 437 and outside of any municipality’s Extra Territorial Jurisdiction. See location map attached. Phase 4b is 33.026 acres consisting of 166 residential lots and 4 common area (HOA) lots. Typical residential lot sizes range from 4600 sq. ft. to just under 17,000 sq. ft. All the lots do not front on the existing public roads, therefore road construction will be required. ROADS, UTILITIES AND DRAINAGE Roadway plan profiles have been submitted and will meet the County minimum standards as well as the standards for the City of Princeton, Texas. Storm and Sanitary Sewer Plans have been submitted and will meet the standards for the City of Princeton, Texas. At Preliminary Plat, the owner submitted a drainage study for the entire tract. The project generally drains from north to south and will outfall to an existing FEMA floodplain associated with the East Fork trinity River tributary A before ultimately outfalling into Lake Lavon. To ensure no rise in floodplain elevations downstream of the project, four inline detention ponds are proposed to reduce post-development peak flows to pre-development rates. A Letter of Map Revision (LOMR) will be submitted to the county for review and then submitted to FEMA once construction within the floodplain is complete. This does not occur with phase 4b. Phase 4b will drain into a detention pond already constructed. The water utility plans meet the requirements for International Fire Code. Once improvements have been made, water will be supplied to the development by Culleoka Water Supply Company and sanitary sewer will be provided by the City of Princeton. Once approved, construction of the infrastructure can begin. ACTION We recommend Commissioners Court approve the Final Plat for Bridgewater Phase 4b.
