Phase 2 services will determine an alignment and environmental clear the section from Bridgefarmer Rd, west to south of the McKinney Airport at Harry McKillop Blvd. We are now requesting amendment 2 to the contract to add Kimley Horn as a sub-consultant to develop traffic data. This is being done to accommodate TxDOT’s requirements for gaining approval of traffic numbers for the schematic as part of the environmental clearance process. Kimley-Horn is already currently developing traffic for the TxDOT EIS for both US 380 and SP 399 through McKinney, immediately adjacent to the FM 546 project limits. Utilizing them saves time and money for the County to develop the needed traffic data within the study limits of the project. The total land area is to be determined when the survey is created. The reason for the request is to close the gap between the owned lots to create one large parcel that can be fenced. The ROW is not needed for any future transportation needs. All surrounding parcels will have road frontage. I have discussed this situation with Public Works and neither of us see an issue with The County allowing the requestor to proceed with the purchase of this unimproved ROW. The purchaser understands that they will be responsible for all costs associated with this transaction. *ACTION:* *We request Commissioners Court’s authorization to proceed with the sale of surplus right of way adjacent to 307 S. Georgia Avenue within the Westminster Original Donation.*
