Department Action
The Commissioners Court approved hiring the firm of Burns and McDonnell in July, 2020 to conduct a mobility study for the southeast part of Collin County. It was decided that the project would be performed in at least two phases. Phase 1 was a public education effort to make the population in this area aware of the County’s projected growth and the resulting congestion. That phase has now been completed. We feel the public education/involvement was very productive in that all of the local government and other agencies were made aware of our study and many citizens became more familiar with the future of the County than they had been. Recommendations made by citizens will be evaluated in the Phase 2 study. A report on Phase 1 will be forthcoming. We have worked with the Burns & McDonnell team to determine an appropriate scope and fee for Phase 2. This project provides for the development of recommended improvements and route studies for adequate future mobility in the southeast part of the County. Specific services include Origin and destination study Infrastructure assessment Right of entry agreements Conceptual plans Route studies Alternatives analysis Travel demand modeling Environmental fatal flaw assessment Public/stakeholder involvement Project recommendation plan Updated Collin County Mobility Plan One of the tasks which will be of great value to us is the “fine-tuning” of the travel demand model that we get from NCTCOG. Since COG uses it on such a large scale they do not go to the effort to adjust the model in the less developed part of the County. So we will have the consultant make the appropriate adjustments which will give us much more accurate results. The fee for this amendment, Phase II, is $2,473,018. Although there are a lot of factors that will affect how long this takes, at this point we expect it to take approximately 18 months. The funding for this study was allocated in the 2018 bond program and is in RI18003 4215 750300013 809250. Action Requested: It is requested that the Commissioners Court approve the proposed amendment to the contract with Burns & McDonnell for Phase II of the future mobility study for the southeast area of Collin County for $2,473,018.
